According to Wikipedia: "Jacob Abbott (November 14, 1803 – October 31, 1879) was an American writer of children's books. Abbott was born at Hallowell, Maine to Jacob and Betsey Abbott. He graduated from Bowdoin College in 1820; studied at Andover Theological Seminary in 1821, 1822, and 1824; was tutor in 1824-1825, and from 1825 to 1829 was professor of mathematics and natural philosophy at Amherst College; was licensed to preach by the Hampshire Association in 1826; founded the Mount Vernon School for Young Ladies in Boston in 1829, and was principal of it in 1829-1833; was pastor of Eliot Congregational Church (which he founded), at Roxbury, Massachusetts in 1834-1835; and was, with his brothers, a founder, and in 1843-1851 a principal of Abbott's Institute, and in 1845-1848 of the Mount Vernon School for Boys, in New York City. He was a prolific author, writing juvenile fiction, brief histories, biographies, religious books for the general reader, and a few works in popular science. He died in Farmington, Maine, where he had spent part of his time after 1839, and where his brother, Samuel Phillips Abbott, founded the Abbott School."

He was solid in geography (as a result of self study during travels), and bright in history, biology, French, and German; however, he struggled in mathematics and the classical languages. Considerations on Representative Government is a book by John Stuart Mill published in 1861. As the title suggests, it is an argument for representative government, the ideal form of government in Mill's opinion. One of the more notable ideas Mill puts forth in the book is that the business of government representatives is not to make legislation. Instead Mill suggests that representative bodies such as parliaments and senates are best suited to be places of public debate on the various opinions held by the population and to act as watchdogs of the professionals who create and administer laws and policy. In his words: ? Their part is to indicate wants, to be an organ for popular demands, and a place of adverse discussion for all opinions relating to public matters, both great and small; and, along with this, to check by criticism, and eventually by withdrawing their support, those high public officers who really conduct the public business, or who appoint those by whom it is conducted.
